So Israel wouldn't have expanded its settlement otherwise? Was there ever a more cruel and casuistical colonisation in the annals of settler-colonialism than the Israeli?

Why didn't Lieberman say "Israel is to build hundreds of new homes in a settlement in the occupied West Bank where Zionist terrorists killed many Palestinians and drove thousands into exile." I'm sure it is just as valid.
